Call for Etkiniz Non-Key Expert (NKE) Pool

We are looking for experts to work with civil society organizations (CSOs) in the fields of human rights monitoring, reporting and advocacy activities within the scope of Etkiniz EU Programme supports in Turkey, which will continue until January 2022.

For international experts, language requirement is limited to English.

ETKINIZ EU PROGRAMME

The Etkiniz EU Programme aims to strengthen the role of CSOs in the protection and promotion of human rights by improving their ability to monitor and advocate for compliance with international human rights standards.

Within the scope of the programme, we will provide support to CSOs to monitor government’s compliance with international human rights standards and carry out monitoring-based advocacy activities based on their needs and demands. Etkiniz, mainly aims to increase human resources capacities of CSOs. External expert support will only be provided if/when this expertise is not available within the organisation.

Etkiniz NKE Pool

Etkiniz NKE Pool aims to match experts with knowledge, expertise and experience on different stages of human rights monitoring to the needs of CSOs. In addition, Etkiniz NKE Pool will be used to develop and implement learning opportunities including training programs and contents for CSOs under various issues.

In line with their expertise and experiences, some of the experts in the Etkiniz NKE Pool will be matched with the needs of CSOs and assigned to them for short term support in training and expertise. Some of the experts will also be assigned as mentors within the framework of the Etkiniz Guidance/Mentorship Programme, which will provide longer-term support to CSOs.

Applicants are expected to have demonstrable experience in at least one of the following areas.

CATEGORY 1: Human Rights and Monitoring (non-exhaustive list): Human rights, women’s rights, children’s rights, rights of persons with disabilities, LGBTI rights, prohibition of torture, freedom of expression, refugee rights, economic social and cultural rights, civil and political rights, human rights law, international human rights mechanisms, recognized categories of rights in all international human rights standards, field research, human rights indicators, strategic litigation, legal expertise

CATEGORY 2: Advocacy (non-exhaustive list): Communication management, social media, campaigning, lobbying, communication strategy, media relations, facilitation, moderation, policy analysis, translation, interpretation

CATEGORY 3:  Information and Technology Management (non-exhaustive list): data collection, research, data analysis, mapping, reporting, data validation, data technologies, information technologies, data visualization, copywriting, visual design, web design, web management, audio / visual production

CATEGORY 4: Civil Society (non-exhaustive list): Strategic planning, project management, process management, monitoring and evaluation, organizational development, organizational capacity building, planning, fundraising, volunteer and human resource management, event management,

Expert Selection Process

The applicants’ Curriculum Vitae (CVs) will be checked and verified by Etkiniz Team. CVs of the final list of experts will be submitted for the approval of the EU Delegation to Turkey.

Approved experts will be contacted by the programme team as needed by CSOs or within the framework of Etkiniz activity plan.

*Being accepted in the Pool does not necessarily means that the expert will be contracted by ETKİNİZ.

Profile of Experts

Education (Category 1-2-3-4)

  • University degree in a relevant field for the applied position.
  • In absence of such degree, at least 5 years of demonstrable experience in the applied position area.
  • A post-graduate degree in relevant fields will be an asset.

Work Experience

Category 1: Human Rights and Monitoring

  • At least 3 years of hands-on experience in at least one or more of the above-mentioned Category 1 thematic areas
  • 3 years proven experience on human rights and/or monitoring
  • Proven experience in working with CSOs is an asset

Category 2: Advocacy

  • At least 3 years of hands-on experience in at least one or more of the above-mentioned Category 2 thematic areas
  • 3 years proven experience in working with CSOs
  • Proven experience on human rights and/or monitoring is an asset

Category 3: Information and Technology Management

  • At least 3 years of hands-on experience in at least one or more of the above-mentioned Category 3 thematic areas
  • Proven experience on human rights and/or monitoring is an asset
  • Proven experience on in working with CSOs is an asset

Category 4: Civil Society

  • At least 3 years of hands-on experience in at least one or more of the above-mentioned Category 4 thematic areas
  • 3 years proven experience in working with CSOs
  • Proven experience on human rights and/or monitoring is an asset

Skills

  • Good command of English
  • Proficiency in related technology and software.
