The ETKİNİZ EU Programme continues its mission to empower CSOs engaged in human rights monitoring (HRM).

The ETKİNİZ EU Programme remains a steadfast supporter of human rights monitors. It supports civil society organisations (CSOs) and civil initiatives in Türkiye to monitor compliance with the International Human Rights Framework and to advocate for improved human rights conditions. The programme strengthens the capacity of CSOs to monitor, document, and defend human rights, and to engage with national and international accountability mechanisms through in-kind support to specific, time-limited civil monitoring and advocacy-oriented activities that form part of or are directly connected to a national or international civil monitoring cycle.

Requests for support (RfS) by human rights monitors are received on a rolling basis or through thematic calls. Applicants can apply for multiple support types simultaneously or separately using a single application form in the following categories:

  1. Activity Support: Fosters CSOs to carry out a concrete monitoring exercise, produce a monitoring output, pursue an advocacy process, or take a legal or protection action connected to monitoring work.
  2. Mobility Support: Enables CSOs to access national or international human rights mechanisms, participate in official IHRM events, in advocacy activities related to national mechanisms, present monitoring outputs in person, build coalitions with international partners, and access capacity development opportunities abroad not available nationally.
  3. Mentor Support: One-to-one technical assistance from a specialist to produce a concrete HRM-related output or develop an HRM-oriented internal organisational mechanism. It is designed for CSOs that have a specific, bounded technical need that requires focused specialist input.
  4. Demand-Driven Training: Tailor-made training sessions on a specific HRM topic, designed for your organisation or a group of organisations.

Starting July 2026, a wide range of organisations will be eligible to apply. Additionally, the programme will be providing Long-Term Support, specifically designed for CSOs with deep expertise and a track record of systematic monitoring activities.

How it Works: ETKİNİZ provides in-kind support. Eligible expenses are handled directly by the ETKİNİZ Technical Assistance Team on behalf of the supported CSOs. 

WHO CAN APPLY?

Support is available exclusively to legal entities—specifically, CSOs legally registered in Türkiye that have been active for at least one year.

ETKİNİZ welcomes applications from organisations aiming to collect, verify, and report data to improve human rights practices through evidence-based advocacy, including:

  • Associations and Foundations
  • Federations and Confederations
  • Trade Unions
  • Bar Associations
  • Non-profit Cooperatives
  • Academic Institutions with a clear human rights mandate
  • Platforms and Networks (The request for owner CSOs must be represented by a member legal entity that meets the eligibility criteria.)

Important Notes:

  • Per programme regulations, individual requests cannot be supported.
  • The human rights monitoring dimension of the proposed activity must be explicitly clear.
  • Prior monitoring experience is not a prerequisite; we encourage applications from organisations venturing into monitoring for the first time. Existing experience is considered a competitive advantage rather than a requirement.
